The Freeh Report was never about Joe Paterno. The conclusions former FBI director Louis Freeh came to about the deceased Penn State coach's involvement in the Jerry Sandusky child sex abuse case have certainly been the most discussed and debated elements of the report.

But the report wasn't commissioned by the university's Board of Trustees for those conclusions.
